Keystone Models offers Code 3 models in 1:43 scale.
Most models that are made to order reflect British Police cars. The modified Volvo Police cars are based on Minichamps and Hongwell models. It always depends on availability of the base model. It seems to be very hard these days to find a Volvo V70 from 2000 made by Minichamps.The models are normally also converted to RHD ( right hand drive ). I have recently found another company which offers at least one Volvo Police model in 1:43 scale. The Volvo V70 T5 is a Code 3 model which reflects a Police service car from Essex ( Great Britain ). It is offered under the following reference : "BT06" 1:43 Essex Police Volvo V70 T5 Quote from the website : Welcome to Essex 999 Models. Essex 999 Models are makers of authentic "Code 3" Models of UK Emergency Service Vehicles. Our models are based on real "In-Service" vehicles, and are highly detailed and accurate replicas of the real vehicles. We specialise in 1:43 Scale Police Vehicle models of various UK Police Forces. Our models will be produced as Limited Editions of 10, 25, or 50 and will each have a numbered conversion Certificate. I tried to contact the person behind the models but I still haven't received an answer. I will add an update as soon as I will be able to get more infos. Revell was selling back in 1987 and 1988 a kit for a Volvo 760.
Revell sold it under their product line 'Revell Junior' as easy to built snap kit. The product number was # 6239. The plastic kit consisted of 25 pieces, was 12.1 cm long and was available in blue. You can find a copy of the assembly instructions here. The kit was offered without any information about the scale. It is very close to 1:40. The kit however was not produced by Revell but by the Czech company Igra. Source : Revell

I just found another 1:43 set by Norev including a Volvo 264 with a trailer and a car on it.The green Volvo 264 comes in a set with a VW Golf I on a grey plastic trailer. The set comes packed in a blister. This green Volvo 264 is one of the very few made by Norev that doesn't have a black interior. Two other sets including the Volvo 264 are already listed in the database : - Volvo 264 & a red Ford Escort on a grey plastic car trailer - Volvo 264 & a red Ford Escort on a blue plastic car trailer Please let me know if someone is aware of other versions.
